I'm documenting a database of mine using SqlSpec I like how it lets me extend the help file it creates by feeding it html files that need to be manually created.

I've been using notepad2 which I like because it's lightweight
and does some good coloring of the text. I however want something
better. Maybe it's asking too much, but something that has HTML/CSS
intellisense would be great or at least a local .chm reference for the
various markup codes.

I usually do my technical documents using Word 2007. If I can save this as html it can be incorporated in the .chm file. The problem is that Word docs that are saved as html creates a ton of bloat.

there are lots of free ones out there, just google "freeware HTML editor"
